Yes. Since 16 May 2025, Maltese law (Cap. 101, as amended by Act XII of 2025) lists CBD as a non-psychoactive cannabinoid. Products made from non-psychoactive cannabinoids with no more than 0.2% psychoactive cannabinoids fall outside the legal definition of cannabis, and CBD oils are sold as food supplements, with no prescription needed.
